Prescription Tobacco?

This is a very strange proposal:

Her co-sponsor on the bill [to make the minimum smoking age 21 in Oregon], Rep. Mitch Greenlick, D-Portland, wants to take the restriction even further by making the dizzying drug nicotine available by prescription only.

WTF? On what possible basis could doctors decide whether or not to prescribe a recreational drug? Too early to be an April Fools joke, and the bulk of the story about banning under 21 year-olds from buying or smoking tobacco is all too plausible.
